HUD Publishes Notice to Solicit Public Comment on Activities Related to the FY26 CoC NOFO
This is important to all CoC member agencies and community stakeholders. You can read HUD's Notice here and submit comments here. Comments are due by October 13. HUD is seeking comments on its determination that the “proven effective” strategies it proposed in the FY26 CoC NOFO should be incentivized. As you are aware, this NOFO is on pause following litigation and a District Court's ruling, however, there has been no ruling yet on HUD's appeal. HUD needs to hear from as many people and organizations as possible about the claims they are making in this Notice.
CoC Membership Applications Update
Thanks to all who submitted your organization's membership renewal (as well as some new member applications). Applications are being processed now for approval by the CoC's governing committee, which meets in early October. There is nothing else for you to do at this time – except participate – and you will receive a confirmation once applications are approved.
CoC Member Agency Capacity-Building Survey – Due Friday
At the August G-L-C CoC Quarterly Membership Meeting, participants were given an opportunity to complete a capacity-building survey. If you were unable to attend and your organization is a current CoC member, you are encouraged to complete the survey and return it to engage@glcimpact.com by Friday, September 18. Please submit only one survey per organization. Click here for the survey. It can also be found in the Resource Library on the CoC website's Engage page.
HUD's Fair Market Rent Updates
HUD has posted FMR updates that go into effect on October 1, 2026. You can view them here. Last week, the NC ESG Office provided guidance for ESG recipients, including ESG must use FMR, not Small Area Fair Market Rents (SAFMR), so avoid what look like FMRs by zip code. If you are an ESG recipient and not receiving the NC ESG Weekly Update, contact the NC ESG Office to be added to their distribution list. You can learn more about HUD's FMR and Rent Reasonableness here.
